Siebel IP 2017: Application Object Manager and Workflow Process Manager component tasks are hanging in status "Sending Request"

Hang of Siebel components: Interactive (for example, Call Center Application Object Manager) and Batch components (for example, Workflow Process Manager). The tasks are hanging with status 'Sending Request'.
In pstack output of hanged Siebel process id the majority of threads are waiting forever for a response from the mainwin regss during a call to MwIRegQueryValueEx (see stack 1) or MwIRegOpenKeyEx (see stack 2) as below:
Upgrade Siebel from previous version to IP 2017 Siebel 20.6 Update.
