F9 Emails Not Working For External Domains In Siebel

Unable to send F9 emails to external email addresses , internal email addresses are working fine.
Symptoms
On : 8.2.2.4 SIA [23030] version, Comms Server & Email Response
When attempting to send F9 email it does not work for external emails
the following error occurs.
ERROR

"Unable to send message with subject "TestProfile_test" from profile "TestProfile" to "test@test.com". Send to <?>, subject <?> had error <?>.(SBL-CMO-00152)" error.
