User Event TimeOut Value Is Changed to 0 after deliver of Developer Workspace

User Event Timeout value is changed to 0 after delivering Workflow with time out value as 0.0x .It is expected that user event time out value in workflow step should not be changed on deliver of workspace
The issue can be reproduced at will with the following steps:
1.Create new developer workspace under main workspace
2.Create new workflow and in the connector step, add the user event time out value to 0.034
3.Submit the workspace, user event time out value is changed to 0 in the main ws
