After Viewing An Attached Photo User Is Logged Out Of Siebel

It was reported that after an upgrade to 20.6 patch, when users press Download on the attached photo on Account, Agreements and other places, the photo is not downloaded but opened on current browser window. After that, if user press Back button - login screen is opened and user needs to login again.
Similar behavior is described in the following bug: Bug 22163667 - ATTACHMENTS OF JPG TYPE IS NOT GETTING SAVED IN DOWNLOAD FOLDE. The difference is that attachment is open in a new window as opposed to current browser window.
Up until 2016 where this bug was introduced, there was a workaround mentioned in the document: Attachments Of JPG Type Is Getting Opened In New Tab Instead Of Saving Into Download Folder -Siebel (Doc ID 2091877.1)

After the 20.6 patch, the workaround mentioned in the above document does not produce the expected effect and the attachments are open in application browser tab.
This behavior exists for files of type jpg, HTML, gif.
