After Applying Oct'20 BIP 11g Patch, Siebel BIP Reports Execution Is Failing With Error "java.lang.NullPointerException' (Doc ID 2748130.1)

Siebel CRM - Version 8.1.1.11 [IP2013] and later
BI Publisher (formerly XML Publisher) - Version 11.1.1.9.x and later
Information in this document applies to any platform.

Symptoms

1. Consider any working Siebel - BIP 11g (11.1.1.9) environment

2. Download and apply the one of the latest October'2020 BIP 11g (11.1.1.9) patch '31943269'  


3. After applying this patch, test reports execution. Reports execution is failing with error "BI Publisher engine failed to generate report.(SBL-RPT-50524)" in UI

4. Further reviewing the XMLP log and bipublisher.log found below specific errors

XMLP Log shows

ObjMgrBusServiceLog    Error      1              0000008b605740ec:0       2021-03-22 03:21:29       (outdisp.cpp (267)) SBL-EAI-04308: Operation 'runReport' of Web Service 'http://xmlns.oracle.com/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: java.lang.NullPointerException".

5. Not able to login to BI Publisher with Siebel Security credentials either
