Symptoms

Getting an error from Siebel Web Tools when click on the "Toggle Script Debugger" and click on "Start" button.

ERROR: Fail to connect to script debug server, please check your environment.


The issue can be reproduced at will with the following steps:
1. Log into WebTools
2. Click on "Toggle Script Debugger"
3. Click on Start button
4. Error occurs
