Error "SBL-ABS-00101: The ABS cannot find the service region in the cache" When Trying to "Book Appointment" (Doc ID 2750195.1)

Symptoms

When trying to schedule an Activity by clicking on the the "Book Appointment" button the following error occurs:


The issue can be reproduced with the following steps:

1. Make sure the the AppBook component is Online
2. Logon to the Siebel Application
2. Locate an Unscheduled Activity and set it to Region 1
3. Click on the "Book Appointment" button
