Siebel Enterprise Configuration Wizard fails with syntax error (Doc ID 2757131.1)

When running the Siebel Configuration Wizard to configure the enterprise, the following error is thrown:

The issue can be reproduced at will with the following steps:
1. Install Siebel binaries
2. Run the Siebel Configuration Wizard to deploy the Enterprise
3. Notice the wizard failing




 There were no changes done. This is a new installation scenario
