Installation of Siebel Modular Deployment Engine (MDE) for SES Fails with "Access is denied" Error. (Doc ID 2758357.1)

Siebel Call Center - Version 21.2 and later
Microsoft Windows x64 (64-bit)

Symptoms

When Siebel Update 21.2 for Windows is applied on top of the existing Siebel Enterprise Server (SES), it may fail with the message:

 


The issue may be reproduced with the following steps:
1. All activities that may access "ses" folder are stopped.
2. Siebel update 21.2 installer is started.
3. SES is selected.
4. It fails with the error "Unable to rename directory::Access is denied".
