Symptoms


Siebel server configuration fails in 16.19


ERROR
-----------------------
$SIEBEL_ROOT\ses\cfgtoolslog\OUI\cfg\Config_timestamp.log shows below error :


SEVERE: E:\Siebel\ses\siebsrvr\admin\cluster_srvr.bat (The process cannot access the file because it is being used by another process)
java.io.FileNotFoundException: E:\Siebel\ses\siebsrvr\admin\cluster_srvr.bat (The process cannot access the file because it is being used by another process)  


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Installed siebel 16 and applied patch set 19
2. configured gateway, enterprise and installed DB
3. Siebel server configuration fails with error
