Unable to Enable MLOV for some Columns on Table S_EVT_ACT_CAL (Doc ID 2762173.1)

Symptoms

The issue is occurring on a Multiple-Language environment. In this case, ENU and FRA.

The following columns from table S_EVT_ACT_CAL are LOV columns and were converted to MLOV to support both ENU and FRA languages:

REPEAT_DAY
REPEAT_END_SERIES
REPEAT_EVERYDAY

These are columns used to create repeating Calendar activities in the application.

However, even though the columns were converted to MLOV, the configuration changes does not appear to take effect. For a standard configuration where MLOV is not enabled, Siebel will store the 'Display Value' of the LOV. If MLOV is enabled, it is suppose to store the 'Language Independent Code' (or LIC) of the LOV. In this case, even though MLOV configurations were in placed, they were still storing the 'Display Value' instead of the expected LIC. 

The expected behavior is that when you enable MLOV for a column, it should store the LIC of the LOV. This is working fine for other columns in the application.

To reproduce the issue:
1. Configure the columns for MLOV using the Global Deployment Guide
2. Create a new Repeated Calendar Activity using the FRA application.
3. Log in using the ENU application, and navigate to the same activity.
4. Modify the activity, and it will appear the scheduled appointments are not set-up and appears null.

Due to this issue, the columns are not displaying correctly between uses in different languages.
