Symptoms

Unable to connect to srvrmgr and bring the Siebel Servers, the following errors are found in the srvrmgr.log and Siebsrvr.log files. Both files can be found under ses/siebsrvr/log directory.

The environment is using Siebel Gateway Clustering with three nodes.

Fatal error (2555922): Could not open connection to Siebel Gateway configuration store (%1:%2)., exiting...

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bring the Gateway Cluster up with all three nodes
2. Try to bring the Siebel Server up or connect to srvrmgr
3. It errors out with connection failure

Changes

One of the cluster nodes had an OS panic error and had to be rebooted
