Why Runtime Event Are Not Removed If a Workflow Is Inactivated (Doc ID 2762722.1)

Goal

There is runtime event defined at Start connector in the workflow. After full publish, the runtime event is updated with correct workflow in runtime repository. But when the workflow is changed to inactive, after deliver and publish, the corresponding runtime event previously defined at Start connector in the workflow is not removed why?
