AI and SES tomcats are not created when running the 21.2 installer only for configuration

Symptoms
When performing a new installation using the new Siebel 21.2 installer, tomcat services are not created when performing it in two separate sessions
Running the installer for Siebel Enterprise Components only does generate the binary fies.
When running the installer a second time to configure the AI and SES tomcats, they are not created although no error is thrown in the installer:
STEPS
-----------------------
1. Run ./Installer.sh and install Siebel Enterprise Components only
2. Run ./Installer.sh and install SES and AI configurations providing valid
entries during the installation

Install Siebel 21.2 in two separate instances
