DISA does not connect to OpenUI, browser throws error: WebSocket connection to ... failed (Doc ID 2763514.1)

We recently upgraded to IP 20.6 and DISA 2.20.10 and they are not talking to each other. I've done all the things that the install talked about .
1. check certs
2. checked allowed list
3. check application user property
4. check ports
5. checked system preferences

Log does not even know there is a connection being tried.


Siebel OpenUI client is not able to connect to DISA, as a result 
The edit option for attachment requires a connection to DISA but this connection is not happening.

ERRORS thrown in Chrome browser : WebSocket connection to ... failed
