When attempting to run an upgrade, the upgrade repository (upgrep) step fails during importing repository and follow error occurs in ddlctl_tab.log:

alter table EIM_ACCOUNT

The issue can be reproduced at will with the following steps:
1. Perform upgrade from to any latest version of Siebel
2. Check to see if upgrep completes
3. Check the logs to see what errors are seen
