On : 20.4 version, Siebel EAI

After a Siebel upgrade from 15.12 to 20.4, Oracle Service Bus (OSB) sees Junk characters for Arabic Data returned by a Siebel Web Service call when the response is large and chunked.

The issue can be reproduced at will with the following steps:
1.Invoke the inbound web service which contains response with Arabic data with a small response and confirm the Arabic data reads correctly in OSB.

2. Invoke the same web service and obtain a larger response from Siebel. Notice the Arabic data is garbled in OSB.
