ODBC Driver Not Installed After Installing IP 15 Siebel Tools (Doc ID 2765945.1)

Symptoms

When attempting to install Siebel Tools the following error is found in the $SIEBEL_TOOLS_HOME\cfgtoollogs\oui\installActionsYYYY-MM-DD_HH-MM-SS.log log file, and expected Siebel ODBC drivers are not properly created.

STEPS

The issue can be reproduced at will with the following steps:

1. Login to Windows machine
2. Run module.exe using "Run as Administrator" option
