Salutation Message in Self Service Application Home Page not visible

Symptoms
Siebel eService 15.18 was upgraded to Siebel Self Service 20.12. Because of this, the home page view is using 'Salutation Applet (eService)' applet instead of 'Salutation Applet (CX sService) in Self Service Application.
But the Salutation Applet (eService) does not display any salutation string which was set up in the personalization administration view.
For example, when 'Salutation Applet (CX sService)' and 'Salutation Applet (eService)' have the exactly same configuration in Repository and personalization setting, it is displayed as below in Home Page View in Self Service Application:
- With 'Salutation Applet (CX sService)'. You can see 'Welcome Siebel Administrator' salutation string.
- With 'Salutation Applet (eService): No salutation string is displayed at the same place even though the applet and personality settings are exactly same.
