Communications Server Component Not Online With Error "SBL-SMI-00038: Internal: Cannot create process for" In Enterprise Logs (Doc ID 2766768.1)

After restart Siebel Services, Communications Server Components like Communications Session Manager, Communications Configuration Manager ..etc is not coming up instead remaining Not Online status. In Enterprise logs below error message is thrown and due to components not online unable to communicate with CTI tool bar.


The issue can be reproduced at will with the following steps:

1. Restart Siebel Services
2. Application is Launched
3. Communications Tool bar is Greyed out
