Web Template Editor Does Not Work Properly In Multilanguage WebTools (Doc ID 2766837.1)

Symptoms


Web Template Editor does not work properly in a multilanguage WebTools.
Template canvas should be displayed in an editable mode, and populated correctly.


The issue can be reproduced at will with the following steps:
1. Open Web Tools DEU - select a workspace
2. Go to "Contact Quota Period List Applet"
3. Go to the Template Editor: Canvas is generated, but the Controls are missing on the left-hand side
