Symptoms

After performing Siebel upgrade in development from version 16.18 to 21.2 in "Siebel Tools, Siebel Objects" window when attempting to run "Full Publish" the following error occurs:

"Fullpublish completed with errors"

Changes

Siebel development environment was upgraded from 16.18 to 21.2 and ODBC parameters ColumnsAsChar together with ColumnSizeAsCharacter were assigned with 1 value.
