Undo Submit For Delivery Button Is Not Available In Webtools

Symptoms
Undo Submit for Delivery option is not available in Web Tools Application.
User still have to rely on Siebel Tools only for performing "UndoSubmit for Delivery".
After clicking on "Submit" button in Web Tools, users cannot undo it unless they we go to Siebel Tools.
Siebel Tools where there is a menu option in Workspace Menu bar "Undo Sumbit For Delivery"
Siebel Web Tools where "Undo Submit For Delivery" button is missing:
