Symptoms

When running the PostInstallDBSetup for update 20.10 , the execution fails with the following entry:




The issue can be reproduced at will with the following steps:
1. Install Siebel 17.0 Base with 12c DB software
2. Run the DB Upgrade
3. Update the DB software to 19.0
4. Update the Siebel software to 20.10 release
5. Run the PostInstallDBUtility as part of the update

Changes

 Applied Siebel 20.10 on top of existing 17.0 installation
