When a promotion has 2 rules of different 'apply to' fields, both rules should be applied. In this scenario, the Apply To of Transaction was processed, but the "Apply To' of Attributes was Not Processed
But only one rule is applied
The issue can be reproduced at will with the following steps:
1. Create a promotion
2. Add 2 rules, with different 'apply to' fields (one for Transaction, one for Attributes)
3. Run the transaction
4. Only the first rule (Transaction) is applied
