LDAP Suddenly Stopped Working, Error "SBL-SEC-10018: ldap_open failed" (Doc ID 2772535.1)

Symptoms

The LDAP authentication suddenly quit working, there were no changes made to the LDAP or Siebel configuration.

Error seen is: "SBL-SEC-10018: ldap_open failed"

In checking into the behavior, ldapbind command was tested and seen to fail as well.

This command processes outside of the Siebel application layer and must work for Siebel to also be successful with LDAP connection.
