Siebel Remote (IP16) - Additional Repository Data causes LOCAL_XE Database Initialization Fail With ORA-12953 error (Doc ID 2776067.1)

Symptoms

On a Development environment, when attempting to perform LOCAL_XE Database Initialization, this fails with error:

DBCLog    DBCLogError    1    00000004608153bc:0    2021-04-22 11:27:40    [tp][ODBC Oracle driver][Oracle]ORA-12953: The request exceeds the maximum allowed database size of 11 GB


Steps to replicate that problem:
1. On Server, Extract (using DbXtract) the database for a Developer user with parameter "Export All Repository Tables" = TRUE;
2. Start Mobile Client or Tools to synchronize and perform the LOCAL_XE Database Initialization;
3. If many repositories data was kept on Server Database, see the initialization fail with above error.

Due to this issue, Developers would not be able to initialize the LOCAL_XE database(s), hence could not perform development activities.
