Symptoms

Getting an error when create an integration workspace in Siebel Tools without Administrator privilege

Error at the UI level in Siebel Tools:

Workspace cannot be created because there was error in seedcopy, Please refer to logs created in your BIN folder.(SBL-DAT-60325)


The issue can be reproduced at will with the following steps:
1. A Developer without Administrator privilege logs into Siebel Tools 
2. From Workspace menu, choose Create
3. Create a new integration workspace
