The Siebel dedicated client interacts with the java-based Web component that runs on the Tomcat server.
So, for JMS functionality Tomcat application container is required as the request flow is from Siebel dedicated client --> Tomcat Server (applicationcontainer) -->Target System.
Unable to setup the JMS due to missing Tomcat application container.
Update Siebel version to 21.2 or above
