After upgrade to IP17, Reload Runtime Events Fails With The Error "ORA-24345: A Truncation or null fetch error occurred"

Symptoms
After upgrading from IP15.18 to IP17 21.5, it was noticed that none of the Runtime Events were being executed.
From the Personalization log, it was confirmed that the Runtime Event was triggered but not executed.
The issue can be reproduced at will with the following steps:
1. Login to the Development Environment
2. Go to Administration - RunTime Events
3. From the Menu option select "Reload Run Time Events"
