AOM tasks finishing with exitCode=1376382 after installing Siebel on new OS

As part of an OS update, Siebel 18.104.22.168 was installed on new Windows 2012 machines
After the Application was pointed to the old Database, it was observed that all the tasks are finishing with error:
The issue can be reproduced at will with the following steps:
1. Set up new environment with Siebel 22.214.171.124 on Windows 2012
2. Point the application to the old Database
3. Notice that all the tasks are finishing with error
Siebel 126.96.36.199 was installed on new Windows Servers
