Script Debugger and Script Editor Not Working For Web Tools

Symptoms
After the Siebel environment is upgraded to 20.12 from 16.19, the Script Debugger and Script Editor are not working for Web Tools.
Click on the bug icon doesn't do anything, neither do the Start the debugger and Start options under Debug.
When click Edit Server Script for any objects, it opens Script Editor without any scripts displayed and not able to go out of that view and eventually have to close the session and Clear Browser Cache to reopen Web tools. Also tried giving it time to respond and left it open for 10 mins but there wasn't any response.
Tried all above steps with MAIN workspace and a new Developer Workspace and the behavior is the same.
STEPS

The issue can be reproduced at will with the following steps:
1. Followed all the steps in the Using Tools guide -> Configuring the Debugger Service and the Debugger Service is running in Services
2. Set System Preference ScriptEditorDebuggerEnabled = True for Web Tools and bounced the Component
3. Click Bug icon does not start the script debugger
4. Select any Applet, click the Applet Menu, select Edit Server Script
5. It opens Script Editor without any scripts displayed. It displays as blank or empty text box.
Changes
The Siebel environment is upgraded to 20.12 from 16.19.
