Symptoms
The workspace delivery fails with error: SBL-OSD-01000 in the Siebel tools and working from WebTools.
ERROR

Internal The process attempted to read from or write to a virtual address for which it does not have the appropriate access (SBL-OSD-01000)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Open Siebel Tools and select a workspace.
- Try to deliver the workspace.
- Error is received.
