Symptoms

Running Siebel upgrade from version 8.1.1.11 to 21.* and having the database different then "Binary Sort order" while choosing in database configuration screens "yes, apply configuration changes now" following error occurs:

Upgrade process started without having the database in "Binary Sort Order".
