SAM Installation Error In Windows 2019: DLL Failed To Load (Doc ID 2785261.1)

Symptoms

SAM installation in Windows 2019 fails to start and the following error is displayed.


The issue can be reproduced at will with the following steps:
1. Download from Patch 32850488: Siebel Approval Manager 21.5 from section Patches and Updates
2. Download and install JDK 1.8.0_291 for Windows 64bits
3. Go to C:\SAM_WINNT\Disk1\InstData\NoVM
4. Double click on Siebel Approval Manager.exe
