HTTP-500 Errors on Inbound EAI Calls Associated With ORA-12549: TNS:operating system resource quota exceeded (Doc ID 2786389.1)

Symptoms

When an external system sends inbound web service requests into Siebel EAIObjMgr_esn component, it works fine for most of the day but suddenly starts to fail and generate http 500 error codes back to the external system.

Once this happens, other requests that comes in also has the same issue and no requests are processed anymore. The only way to recover from this so far is to restart the Siebel server services on all 4 Siebel servers in the environment.

The error message seen in swese's log sweapp/log/ss*.log
