Upgrep Crashes During Upgrade to 21.5 with Exception code: 0xc0000005 (Doc ID 2787854.1)

When attempting to run UPGREP, the following error occurs in Windows Event Viewer.

The issue can be reproduced at will with the following steps:
1. Remove SWSE Configuration
2. Run 21.5 binaries
3. Run UPGREP

Applied 21.5 binaries and started the UPGREP utility from the Siebel Upgrade Wizard.
