Siebel not Returning Expected Results for a SQL Statement (Doc ID 2788672.1)

On : 16.9 [IP2016] version, Configuration - General

When trying to associate Promotions to a sales order, picklist was not returning any records, running the SQL against DB several records were returned.

The issue can be reproduced at will with the following steps:
1. Open the Application
2. Go to "Add Promotion ListApplet"
3. Try to add a Promotion, no records displayed although it should

Just executing same SQL executed against DB returned records

Changes

 Upgrade from 11G DB to 12C
