BI Publisher Login With Siebel Security Model For Siebel User Fails With "Received fatal alert: handshake_failure" Error After Entering Credentials (Doc ID 2789267.1)

Symptoms

After running Siebel Upgrade from Siebel 19 to Siebel 21.5, the BIP is not able to startup. The below error is found in the bipublisher.log:

at weblogic.work.ExecuteThread.run(ExecuteThread.java:221)
{http://xml.apache.org/axis/}hostname:xxxx.com
javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade from Siebel 19 to Siebel 21.5. Try to start BIP

Changes

 Upgraded to the latest Siebel version 21.5
