WfProcBatchMgr Tasks Getting Stuck In "Logging in to Object Manager" due to Product Cache

WfProcBatchMgr tasks are hanging and a result the number of tasks increase. The tasks remain in the running state but without processing anything.
The Tasks were hanging in the following status:
The issue could be reproducible using the steps below:
1- Start the component WfProcBatchMgr
2- Monitor the component tasks
3- While a couple of tasks started executing the process with status = "Invoking method RunBatch for service Workflow Process Manager" others were not able to initialize remaining as "Logging in to Object Manager"
