Siebel Remote - Synchronization failing with error SBL-DCK-00110: Cannot find information for node %1

Information in this document applies to any platform.
On a Development environment, when trying to start Siebel Client or Tools to initialize the Local database, some synchronization errors are shown:
SBL-DCK-00175: Cannot open connection to server [HostName]. The Synch Manager component on the server is most likely unavailable.
SBL-NET-01218: The connection was refused by server [HostName]. No component is listening on port 40400.
b) in SynchMgr component logs:
SBL-DCK-00110: Cannot find information for node [ClientName]
Steps to replicate that error:
1. Start Siebel Tools or Client selecting Local DataSource;
2. See the expected prompt for 'Local database is not found (...)' - suggesting to connect to server to synchronize;
3. Enter the required Siebel Remote parameters;
4. See the errors reported as synchronization session attempts to start.
Due to this issue, Developer or Remote user(s) cannot have the Local DBF initialized on local Tools machine.
