Performace issue with 300+ Promotions Added to The Promotion Designer Palette - Slow Navigation In The UI (Doc ID 2794589.1)

Symptoms

The issue was performance issues on Promotions. Adding more than 300 promotions into a Promotion Designer palette, the designer is now very slow to work with and it is getting slower in adding more promotions


The issue can be reproduced at will with the following steps:
- Navigate to Administration - Promotion > Promotion Designer

- Add a large number of promotions on Promotion designer

- Try to move the promotion 'boxes' around the palette.

This becomes harder to move, the more promotions are added
