Can Not Login To The Siebel Management Console (SMC) After New Siebel Installation - Application Interface Tomcat Process Not Starting (Error Address already in use) (Doc ID 2794626.1)

Siebel CRM - Version 17.0 [IP2017] and later
Information in this document applies to any platform.


The SMC application does not render after a new Siebel installation.
The SMC log in page should be available when the SMC URL is entered in the browser.

The issue can be reproduced at will with the following steps:
1. Perform a new Siebel installation.
2. Try to log in to SMC, login page is not accessible.

"Page cannot be found" error is seen in the browser UI

The AI Tomcat catalina log (found in the AI container log folder) shows the following SEVERE error message:


 New installation greater than Siebel IP2017.
