SMC Cannot be Logged In To - Application Interface Tomcat Process Not Starting (Error Address already in use) (Doc ID 2794626.1)

SMC aplication is not coming up after a fresh install
The SMC log in page should be shown when the URL is opened , including the port

The issue can be reproduced at will with the following steps:
1. Create a fresh installation
2. Try to log in to SMC, login page is not opening

Page cannot be found error is seen in the UI


 Fresh installation of >  17.0
