Symptoms



After upgrading from 19.9 to 21.2 version, then to 21.4 version, the following issue occurred in both 21.2 and 21.4 versions:


While executing certain workflow processes the workflow/task engine cannot determine next step  and throws the following error:

The same error occurs when the workflow is invoked from the business service simulator.
