Siebel EAI - on version: 16.19 [IP2016]
On a Development / Test environment, when trying to import a new Outbound Web Service definition WSLD file in Siebel Tools, errors are returned.

SBL-DAT-00498: 'Protocol' is a required field. Please enter a value for the field.

Steps to replicate the problem:
1. In Tools, invoke New Objects Wizard > Web Service;
2. Select the intended project and the WSDL file to import;
3. Hit Next and see the error details returned.
