Some Workflows are Not Activated With Upgrade Activity For Siebel IP21.4 (Doc ID 2800343.1)

Symptoms

Some Workflow are not activated with upgrade activity for Siebel IP21.4

Users are doing Siebel Database dev type of upgrade from IP15.18 to Siebel IP21.4 Version
They have in total around 3000 workflows in their project and post upgrade activity they observed that almost 1965 workflows not activated

The issue can be reproduced at will with the following steps:
1. Prepare workflow before upgrade as mentioned in
https://docs.oracle.com/cd/F26413_08/books/UPG/preparing-siebel-application-data-for-upgrade.html#c_Preparing_Siebel_Workflow_Processes_for_Upgrade_ds1397020
2. Perform upgrade from 15.18 Siebel IP21.4 Version
3. Verify all the workflows are migrated properly or not
