Symptoms

Customer upgraded to a new version of MS SQL Server and experienced Siebel performance issues after upgrading. 

STEPS
--------------
1. Shutdown the Siebel Enterprise.
2. Install a new version of MS SQL Server on top of the existing MS SQL Server.
3. Startup the Siebel Enterprise.
4. Observe the Siebel application performance is slower after upgrading the MS SQL Server.
