Siebel Data In Database Is Showing Incorrect Time Zone; Integrations Using Time And Date Are Incorrect When Extracting Data (Doc ID 2800714.1)

Integrations between Siebel and an external system were showing a different time and date from the siebel db dates and the user time and date when user preferences were set

The data from the integration should be the same time as the siebel server. The siebel data in the database was inserted correctly when using Siebel according to the user preferences, but the data was not correct according to the db timezone

The issue can be reproduced at will with the following steps:
1. Install Siebel, add an integration (SOAP call for example)
2. Set siebel server as UTC
3. Set user preferences to the local timezone
4. Run an integration, the data in the integration was not the same as the server db


 The siebel installation was added on VM ware.
