FullPublish is Failing with Generic Error on View - SWLS Technician Breaks View (Doc ID 2801382.1)

When attempting to run FullPublish, it is failing and following errors are captured in the Siebel Tools Full Publish logs:

Errors are specific to "SWLS Technician Breaks View"  and "SWLS Technician Breaks Display Applet" objects.

Steps to reproduce:

1. Navigate the command prompt and run Flatten Workspace.
2. Navigate the command prompt and run Fullpublish.



 Upgrade to 21.5 and executed FullPublish as part of Upgrade process.
