Receiving an error when attempt to enable workspace with a command line.

ERROR: Invalid Siebsrvr/Tools Installation

The issue can be reproduced at will with the following steps:
1. Run the following command to enable workspace:

Enableworkspace -s "f:\siebeltools\bin" -u siebel -p PASSWORD -t siebel -r "Siebel Repository" -d "Oracle" -o SB_DSN -w sadmin -y sadmin -z USER_PASSWORD

2. Error occurs


 Recently upgraded to Siebel 21.x.
